Moving forward – “Towards Framework Program 8” was the overarching topic of the meeting and a lot of inside and outside speakers shared their views and information with the attendees. Photonics President Martin Goetzeler introduced the latest Publication of the Platform, the Position Paper “Our Vision for a Key Enabling Technology of Europe”, which was handed over to Vice President European Commission responsible for the Digital Agenda Neelie Kroes at the General Assembly.

Presentations held on the General Meeting, first media reactions and an exclusive interview with Photonics21 President Martin Goetzler you can find now on our website. You can also read on the meeting he held with Commissioner Guenther Oettinger from DG Energy. The discussion will go on and will require our attention and action in the upcoming month – responding to the consultation on a Common Strategic Framework for future EU Research and Innovation Funding is one.

Attracting young talent is an important topic of our agenda. The third Photonics21 Student Innovation Award for which we received 24 applications, will be handed over during the EOS and Photonics21 Student Reception alongside the World of Photonics Congress in Munich – 25 May 2011. SPIE Europe has granted its support as sponsor– and are still seeking some more sponsors!

The call for proposals Solid State Lighting (SSL) of the Competitiveness and Innovation Framework Programme (CIP) was published on the 1 March and will close on the 1 June 2011. It aims to fund large pilot actions to demonstrate the benefits of using solid state light solutions. The European Commission organizes a workshop on the Solid State Lighting pilots which will take place on the 7 April 2011 in Brussels.

The presentations which were held during the Photonics21 Annual Meeting 2011 in the General Assembly and the Photonics21 work group workshops have been published in the Photonics21 Member Area of the Photonics21 website.

“Clarity, simplification, work across silos” – European Commission reported on the way forward towards Framework Programme 8 At the Annual Meeting of Photonics21 Thierry van der Pyl, Director Components and Systems of DG INFSO, put focus on the key strategic direction of European innovation policy whilst moving towards Framework Programme 8 (FP 8). “Clarity of goals and strategy, Simplification and work across silos” will be the three main topics in the discussion of FP 8 which will start 2014. In this frame he introduced the recently launched “Green Paper on a Common Strategic Framework” which tackles three sets of challenges – the grand societal challenges, a strengthened competitiveness of EU’s economy and a strengthened European science base.

Van der Pyl asked the photonics community to actively participate (see also next article) in the process and underlined that the decisive phase is now: With consultation meetings taking place in 2011 – starting with input collection by May 20, 2011, a major event concluding consultation on June 10, 2011 and drafting a “multi-annual Financial Framework (MFF) proposal by end of the year.

Each voice counts - Participate in the consultation: Green Paper on a Common Strategic Framework for future EU Research and Innovation Funding – Deadline is the 20 May 2011 Photonics21 encourages the European photonics community to raise your voice and to participate in the consultation on the Green Paper on a Common Strategic Framework for future EU Research and Innovation Funding!

The Green Paper was presented by the European Commission on the 9 February 2011. It suggests major changes to EU research and innovation funding to simplify participation, to increase scientific and economic impact and to provide better value.

Apart from responding to the online questionnaire you have the opportunity to submit a written response if you wish to provide in depth views. Moreover, the European Commission will publish various questions and topics from the Green Paper in an interactive blog.

The European Commission will analyze the responses and make use of them to prepare the proposals that will be presented for a legislative decision to the Council and the Parliament on the Common Strategic Framework by the end of 2011.

Photonics21 as a organization will also provide a response to the consultation process.

Exclusive Interview by Photonics21 president Martin Goetzeler in “International Innovation” The role of Photonics as key enabling technology for boosting European Innovation was the key topic in the exclusive interview the Photonics21 President gave to the Magazine “International Innovation”. Photonics president reported about the development of the platform and the future prospects and expectations in the frame of the KET initiative and the upcoming Framework Programme 8.

Closer Networking in the future - Photonics21 President Goetzeler met with EU Commissioner Oettinger from DG Energy The contribution of photonic technologies to sustainability and energy efficiency was discussed at the meeting of Photonics21 president Martin Goetzeler with Guenther Oettinger, Commissioner for Energy, in Strasbourg in January 2011.

After introducing the European Technology Platform Photonics21 as a voluntary organization with more than 1700 members from industry and science, its main research and application fields as well as the economic impact of photonic technologies, some of the future challenges and cooperation with DG Energy were discussed.

Commissioner Oettinger was interested in the large potential of photonic technologies in the fields of energy saving - e.g. with optical networks or lighting - energy efficient production with laser technology and the contribution to a sustainable growth of the European economy.

Goetzeler pointed out the importance to turn research results into innovation and bridge the gap between successful and the market. This, so Goetzeler, is essential in order to secure the competitive advantage in those areas, where European research and industry have a leading global position. Commissioner Oettinger fully supported Goetzeler in his view that a much faster implementation and market introduction of Europe’s great research results is needed. As one example for leveraging the market demand infrastructural projects for buildings were discussed that should demonstrate energy efficiency but also take into account an active involvement of the user and provide more comfort. The Commissioner underlined the openness of the services of DG Energy for a closer cooperation with Photonics21 in the future.

People: Third Photonics21 Student Innovation Award to be handed over during the EOS and Photonics21 Student Reception alongside the World of Photonics Congress in Munich – 25 May 2011 The third Photonics21 Student Innovation Award will be handed over during the EOS and Photonics21 Student Reception on the 25 May 2011 taking place from 18.30 to 20.30. This year the award committee received 24 high quality applications of participants from all over Europe and is currently in the process of rating the applications and selecting a winner after the rating procedure. The EOS and Photonics21 Student Reception will also offer photonics students the opportunity to receive information on career opportunities in the photonics industry. Further information on the reception will be provided on the Photonics21 website within the next time.

Photonics21 work groups: Raise your voice in the Workshop Solid State Lighting pilots – 7 April 2011 in Brussels The call for proposals under objective 1.1.: Innovative lighting systems based on Solid State Lighting (SSL) of the Competitiveness and Innovation Framework Programme (CIP) which was published on the 1 March and will close on the 1 June 2011 aims to fund large pilot actions to demonstrate the benefits of using solid state light solutions. The European Commission organizes a workshop on the Solid State Lighting pilots which will take place on the 7 April 2011 in Brussels and invites every interested party to participate in this workshop.

Prospective proposers have the opportunity to make a 3-minute « pitch » looking for partners and present 2 powerpoint slides. Unless you indicate otherwise the presentations will be posted on the following website :

Dinner Debate at the European Parliament on “The Future of the Competitiveness and Innovation Framework Programme” The Competitiveness and Innovation Framework Programme (CIP) is one of the EU’s key instruments in support of innovation. With its three sub-programmes, i.e. the Entrepreneurship and Innovation Programme (EIP), the ICT Policy Support Programme (ICT-PSP) and the Intelligent Energy Europe Programme (IEE), it focuses specifically on support of innovative SMEs, on the acceleration of the information society and on the promotion of energy efficiency and renewable energy sources. In this light, the CIP should play a central role in the context of at least the following three of the EU’s EU2020 flagship initiatives: ‘Innovation Union’, ‘Digital Agenda for Europe’ and ‘Resource Efficient Europe’

The results of a public consultation by the EU Commission on views and ideas regarding a possible successor programme were subject of a dinner debate organized from “knowledge4innovation”, a non-profit, independent multi-stakeholder platform with members from the European public, private and academic sectors.

Topics of the debate were on:

What has the CIP achieved so far and where did it fail? Which elements have proven successful, which should be re-designed, replaced or abolished?

·How exactly will a future CIP fit into the various EU2020 flagship initiatives, in particular the ‘Innovation Union’, ‘Digital Agenda for Europe’, ‘Resource Efficient Europe’?

·Should a future CIP address the grand challenges (in addition to the energy theme)?

·Should the CIP become part of an integrated research and innovation programme?

·How could the synergies between the CIP and Structural Funds be increased?

Dates upcoming: Take part in the ICT Proposer’s Day 2011 - 19-20 May in Budapest, Hungary If you look for building partnerships and want to exchange ideas in upcoming calls for proposals the ICT Proposers Day 2011 organized by the DG Information Society and Media in the frame of the Hungarian Presidency will offer you the opportunity to discuss, network and to promote research & development in the field of information & communication technologies. The event is dedicated to the ICT Calls 8 and 9 of the Seventh Framework Programme of the European Commission which offers more than one billion Euros of EU funding. About 2500 participants are expected to attend the proposer’s event. Furthermore, more than 100 Commission officials will provide detailed information on the call for proposals and give the participants advice on how to submit a proposal. During the event there will take place thematic sessions on the Work Programme 2011-2012 with presentations of proposal ideas.

Entrepreneurs: Participate in the Bosch Venture Forum on 20 and 21 September 2011 in Stuttgart, Germany If you are a director of an ambitious European technology start-up, offering products, solutions and/or services in the field of enabling technologies, you have the opportunity to apply for your participation and presentation at the upcoming Bosch Venture Forum and to have in-person discussions. New EOS Student Clubs: Call for Application open Today’s students are the experts of the future. To encourage and support them in continuing their study in optics and photonics and to start a successful career, the European Optical Society, EOS, in cooperation with its National Optical Societies in Europe, is going to launch a Student Programme. Consequently the EOS will provide a platform for networking which shall be supported by senior researchers and representatives from industry. Special concerns and needs of students in optics and photonics are in the main focus, as well as the facilitation of contacts between students and industry.

Once the student clubs are established, students shall benefit from advice and support by Club mentors and sponsors. They will get insights from leading experts and make valuable contacts to future employers. Hence they will explore career opportunities in a direct dialogue, participating in company visits, career events and recruiting programmes. To present their activities and to raise awareness for their concerns to a larger audience, members of the Student Programme are invited to publish news about their Student Club in the EOS newsletter, on the EOS website, the EOS Directory and other media EOS cooperates with, for example the Photonics21 Technology Platform.

The annual EOS Student Reception shall also take place as a special opportunity for presentation of concerns and activities to a broad audience. This year's EOS Student Reception will be held on Wednesday, 25 May 2011 alongside the World of Photonics Congress in Munich, Germany. Being jointly organized by EOS and the European Technology Platform Photonics21, the 2011 reception is labelled EOS and Photonics21 Student Reception, also featuring the 2011 Photonics21 Student Innovation Award.

The EOS Student Programme is open to all undergraduate, graduate and PhD students who are members of the EOS. The Programme is organized in regional and topical Student Clubs and supported by the National Optical Societies. Applications for the foundation of an EOS  Student Club are accepted until 15 April 2011.
